BIOTECH, CHEMICAL & PHARMA

The biotechnology, pharmaceuticals and chemicals sector is one of the sunrise sectors of the Indian economy, identified under the ‘Make in India’ initiative to turn the country into a global manufacturing hub. The sector has seen high growth with key drivers being increasing investments, outsourcing activities, exports and the government's focus on the sector.

NITI Aayog identified Uttar Pradesh as one of the five states for development support to transform their health sector, including biotechnology, pharmaceuticals and chemicals. The city of Lucknow consists of a biotech park, offering investors incubator facilities, pilot plant facilities for solvent extraction and laboratory and office spaces.

Around 3000 highly qualified scientists are working in four CSIR laboratories and three ICAR laboratories in Lucknow. The UP government also plans to set up Centres for Excellence in human genetics, applied biotechnology, transgenic plants and animals, safety evaluation of Biotech products in various areas.

The state of Uttar Pradesh is also considered as one of the six states contributing majorly to the pharmaceutical sector in the country, and the state government realizes the scope of the sector. The EODB flagship programme #RadiantUP has invited 100 CEO’s from this sector, from companies like Mitsubishi Chemical and Pfizer, to select 10 best projects under this industry that will be provided with single window clearances and steady clearance facilitations.

Good FDI opportunities have been mandated by the UP ministry to increase the development and generate revenue from this sector; for example, 100% FDI is allowed under automatic route for Greenfield projects for pharmaceuticals; 74% FDI is permitted under the automatic route for Brownfield projects.
